A JIRA cannot be assigned to you unless you are a developer (committer), but you should be able to contribute to the issue such as submit patches etc... Hi All, I would like to contribute some code - specifically some Java EE 7 API code. The JIRA web tool does not give me an option to assign an issue to me.
