The nature of the CRLF bug in solr.cmd may suggest that many more commands are 
broken on Windows. Perhaps all commands involving an argument “-c” or similar. 
Can someone on Windows do some verification? Try e.g.

bin\solr.cmd start -p 8080

I withdraw my -1 and change to a -0 if you rather want a 8.3.2

Note that a -1 is not a veto, as long. A release cannot be vetoed. As long as 
there are more +1 votes than -1 the vote passes!

IMO The presence of a bug is not a reason to veto, unless perhaps it's a
security bug.  If Ishan prefers to release 8.3.1 without waiting for that
bug to be 100% fixed/tested, it's up to him as the RM, I think.  There is
time & effort in these releases; it's not a trivial matter to just delay or
add new items.

available to the user to create a collection/core.

DelimitedTermFrequencyTokenFilter

Please, anyone has an example of DelimitedTermFrequencyTokenFilter use that
could share?

I have been banging my head against the wall trying to make it work (

what I am doing wrong.

I am creating a custom analyzer that uses a WhitespaceTokenizer to parse a
string like "a|10 b|2 c|9", and pass it to
DelimitedTermFrequencyTokenFilter. I am inserting a custom field that is
added to the document to prevent it from having positions and offsets.

The debugger shows the string is being correctly parsed by DTFTF and its
char and term attributes are properly set up. But the term frequency of
each term is 1 when I inspect the index via Luke. Curiously, the output of
my snippet shows the correct total term frequency as seen below:

field="text",maxDoc=1,docCount=1,sumTotalTermFreq=123,sumDocFreq=3
a|10 b|23 c|90
SumTotalTermFreq: 123
SumDocFreq: 3
