Not really, the action: Start triggers the processStateManager, bufferManager, 
replicator and other cdcr components to get in sync and start doing replication 
to target with parameters available. On target, since no replication to other 
DC needs to be done, the casual language "There is no need to run the 
/cdcr?action=START command on the Target" is used maybe.
