Cassandra Targett resolved SOLR-11651.

Resolution: Fixed
I moved the Solr Ref Guide section to the top of the Documentation section. I
also reworked what was "Release Documentation" to make it clear it's about the
Javadocs. The bulk of that section was inaccurate (it said javadocs were in the
release artifacts, when they aren't), so I mostly removed it.
