FWIW, some projects label existing jira tickets as "low-hanging fruit"
or "good first issue".

I think that's a good way for volunteers to get started and it helps
regular contributors "offload" those issues to more people.

No, anything that's part of an Apache project must be managed on
public ASF repositories.

OTOH it's fine for NetBeans to have one more repository if that makes sense.

That's basically what a [LAZY] consensus vote is, as per
https://www.apache.org/foundation/voting.html#LazyConsensus

The vote passes if there are no objections during the stated period,
so silence is fine but it's also fine for people to add their +1s as a
mark of approval.

I suppose that might trigger bans as described in my original post here.

I think this really needs to be coordinated with ASF infra, a ticket
at http://issues.apache.org/jira/browse/INFRA might be best for that -
state NetBeans' needs and see what they suggest. I don't know enough
about our infra to comment meaningfully.

I'm not sure if http://netbeans-vm.apache.org/uc/11.0/updates.xml.gz
is reliable enough to be used for that, a CDN seems more appropriate.

The Apache download mirrors do form a CDN, but it looks like the
bottleneck (or at least what triggers bans) is the closer.lua routing
script, maybe that's where some work is needed.

NetBeans users going through a company router have been banned from
*.apache.org due to too many requests in a short amount of time to
this URL:

http://www.apache.org/dyn/closer.lua?action=download=incubator/netbeans/incubating-netbeans/incubating-11.0/nbms/updates.xml.gz

It might be worth discussing with infra how to avoid this - my
understanding (to be verified) is that it's the amount of requests to
closer.lua that's problematic, even if the download themselves go to
download mirrors.

Releases which were made during incubation need to keep the
"incubating" qualifier but for later releases it can be removed.

It might be useful to create an explanation page about the "just out
of incubation" status and link to that from such places.

Now that NetBeans graduated, PMC members should have the necessary
rights...in other words there are no mentors anymore ;-)

If not, please describe what's missing for you and if needed we can
create an INFRA ticket.

A few things are only available to PMC chairs and sometimes ASF
Members, but all the common things should be open to PMC members.
