[~puru], [~satishsaley], this breaks the build on Java 6 because it adds
imports on {{java.nio.file}}, which was added in Java 7. We should either
reimplement this without {{java.nio.file}} or go forward with OOZIE-2036.

But this file is not protected by any lock. For the first time when this file is created and written, if two or more oozie clients are trying to write into this file, the data might get corrupted.
