It is normal that, due to caching, you see the updates online after 5 minutes or so. No matter what you think you are doing, publishing will always publish the whole site (i.e., your changes but also any other staged changes). The time in UTC is 28:10:34. That this CVS stuff is still there is frankly astonishing, or not, depending on degree of cynical resignation. So for any subsequent changes, the date would have simply been left there. There is a gap between that time and when the files were incorporated into the Apache SVN that cannot be accounted for.
