[osmosis-dev] No query_cache in MySQL 8.0

The query_cache is removed in MySQL 8.0 and so running osmosis leads
to this report:

It is very likely that access to user data will be restricted at some
point in the future, but this will be announced well in advance. There
will not be a sudden change tomorrow.
