Not every node has a entry for every entry in a ways history. Is figuring out by comparing the timestamps the right method or is there a better one? I would suggest you download an old planet file that contained the right data and extract the data from there; this gives you a (relatively) consistent set of ways and matching nodes, and causes less strain on the API.
