Rendenring commands will also not work in a headless environment also it's not immediately visible because they are initialized later. It should help as {{main}} isn't called when loading the class. The modifier
has to be changed so that is isn't a static constant anymore, but that should
be an issue at all

If consensus is to not change it I'd propose to start a new pdfbox-cli. As said earlier before the old one was a wrapper around individual classes. But for most it will be a one time change as switching between versions IMHO is not a typical use case. The main reasons for changing are - make pdfbox-app a real CLI and not a wrapper around individual tools which it has been before - establish a set of commands instead of using class names as command names - follow common CLI guide lines which means lower case names - use options instead of parameters to reduce amibguity and also have a common pattern for repeatable options ... Again it's understood that switching back and forth between 2.0 and 3.0 for testing is now more difficult. That affects people like yourself but also Tilman, myself and others doing PDFBox development. But the target audience for the app is our users for whom the change (and others to come) shall make it easier. Now, the names etc. are not carved in stone. \{{PDFDebugger.main()}}. Btw it's only twice that the constructor is called.
First call is in {{new CommandLine(new PDFDebugger()).execute(args);}} second
one is in {{final PDFDebugger viewer = new PDFDebugger(viewPages);}}.

There is a new problem with PDFDebugger, the "show internal structure" menu no
longer works. In ViewMenu.createViewMenu() is a handler that calls
{{pdfDebugger.hasDocument()}} which returns false even when there is a
document. It turns out that the PDFDebugger object is constructed three
times... once with parameter, then without, then with.

Idea is - to further out - call the pdfbox app and if nothing has been
specified switch into an interactive mode to issue commands.
initially I'd like it to play nice in shell scripts only for the 3.0.0 release.
I understand why you'd like to keep PDFDebugger wrapped into PDFBox app OTOH it
will not be integrated into shell scripts, no input/output piping... - and
looking into generating a native image (not now) - I think PDFDebugger and the
other tools shall exist in separate executables
