It is slightly different: Nick disabled some of the versions BEFORE 3.17 and only 3.17-DEV, so 3.17-FINAL is still available in the list, see https://bz.apache.org/bugzilla/enter_bug.cgi?product=POI So users can still report bugs on 3.17 specifically. Just to verify (I'm in agreement), by disabling 3.17-FINAL from new bugs, that means we are discontinuing support for the 3.17 code branch. If we need to create a bug against 3.17 for a security update, we'll need to ask Nick to temporarily allow new bugs for 3.17-FINAL. In a pinch (Nick is busy), the unspecified tag is still available. Any users choosing to stay on 3.x will be implicitly discouraged from contributing patches and code snippets on bz.apache.org for each other, since they'll have to use the unspecified tag. Here I'm acknowledging that our bugzilla isn't always used by contributors to get a dev to upstream their change, but sometimes to provide a quick fix for another user or to post an idea that requires elaboration to become committable.
