Fix For: 0.25
In particular when either max-pages-loaded is 1 or when selectors are used. The
problem in both cases is where the head of the queue is not loaded when a new
subscription comes in, and the logic doesn't recognise this and load the page,
but rather just assumes there is nothing in it.
