Hi,

I’ll note this release doesn’t follow ASF policy as it contain 3rd party 
software in the release but this is not mentioned in the LICENSE file. It would 
be best if you corrected this.

Hi,

So taking a quick look at a SkyWalking release [1] I can see a couple of minor 
issues with LICNSE and NOTICE. You may want to fix these.

Hints:
Is OpenCensus mentioned in LICENSE?
Does prometheus client_model have a NOTICE file?
Does mavin-wrapper have a NOTICE file?

Also there is a compiled code (a jar) in the source release. Source release 
cannot include compiled code.

It's used for several things:
- adding new committers, PMC members and chairs
- for releases
- conferences or other important events

for release it has a singular meaning. I don't think it appropriate in this 
case and it may confuse users in thinking it's a release when it is not. 
However I'm not a member of your PMC so that is for them to decide.

HI,

Then why say "This is our Apache release." when it is not an release yet? You 
can only call something a release after you have voted on it, before that is it 
a release candidate. ANNOUNCEMENTS are for releases and occurs after a 
successful VOTE.

What some projects do in this situation is make a release candidate zero (RC0) 
but there is no announcement for it.

Removal of old incubator releases

Hi,

Thank for submitting the report early.

Under "Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?" you list some releases. Is there some concern about the releases 
that the IPMC/board needs to know about?

I'm surprised that the recent graduation thread(s) were not mentioned in the 
report. One of the main issues that need to be addressed in moving towards 
graduation is (IMO) recognising and adding new committers and PPMC members. For 
instance the reports mentions 100 commits by more than 22 contributors in the 
three months, why are these contributors not committers?

The question "Have your mentors been helpful and responsive..." has not been 
answered, if you could answer it that would be helpful.

Thanks for your repossess, there's no need for concern. The mailing list shows 
little activity from Willem and that's why he got flagged as a possible missing 
mentor.

I've asked him if he wants to continue as a mentor and he has indicated that he 
has so nothing will change.
