They might be able to explain the unreachability, or provide current contact information for the owner of that host if it's not actually provided by secnap themselves. Maybe I don't know how to drive the ruleqa page, but I thought I once did. Scored rules in that report are probably T_'d out. Did you search on a scored rule name?
