I thought these were xml namespaces rather than actual working urls. There is no requirement that an xml namespace in the form of a url actually link to anything, and I don't think these ever did. Btw, these are namespace URIs and not URLs because they only must identify but AFAIK they don't need to locate a resource. Otherwise I'd suppose these resource would really need to exist.
