Updating the UIMA parent pom

The UIMA parent POM seems to be stuck in an ancient state. 

How about we try to update all the plugins to their latest versions
and see whether all the UIMA project still build with that?
... and while we are at it: also inherit from the latest version of
the Apache parent POM.

With UIMA-5405 the new ducc.uid property is added by ducc_post_install but the 
migration script doesn't add it, and the default of "ducc" may be wrong.  
Instead we can assume the ducc.uid is the userid that installed ducc

I have a problem bulding the sources: the maven (3.3.9) executable not
found in the it of the maven plugin.

This can normally be fixed by upgrading hte maven-invoker-plugin
