The Velocity Tools tools related to Struts do not work in any meaningful way with Struts 2.x. Struts 2.x comes with a "tag library" that is available in three different output-generation languages out of the box: JSP, Freemarker, and Velocity.
You should be able to use these built-in Struts 2.x tools to do most of the things provided by Velocity Tools' Struts tools.
