Release of new version

Hi.

The last release of Zeppelin (0.10.1) was around two year ago (Feb 2022).
Because of lots of improvements on Zeppelin, it is not good time to make a new 
release?
Our company is dependent on Spark, which has introduced many new versions that 
are not currently supported by Zeppelin.

Because of support of Spark 3.3.X and forward (Python interpreter not work for 
old version)
