Event Telemetry now sent on "event" pings instead of "main" pings

Hello,

  Due to a forecast increase in demand for Event Telemetry, we have (via
bug 1460595) moved Event Telemetry transmission from the "main" ping to
special-purpose "event" pings.

  This has a couple of benefits, most notably that they are sent more often
(less latency) and can also send more event records (less/no truncation).

  After a few days to a week I will be performing some validation analysis
(via bug 1463410) of the contents and behaviours of these pings. If it all
checks out we plan to uplift it to Beta 62.

  This news should mostly only matter to you if you analyze events in situ
within a ping. If the words "Spark," "ATMO," and "Databricks" mean little
or nothing to you, then you can probably just take from this that we are
just, once again, making things a bit better. Which we really enjoy doing :)
