The bug you're referring to: https://bugzilla.redhat.com/show_bug.cgi?id=1550697 just requests a version bump (so the maintainer may have treated it as non-urgent), and doesn't say anything about non-responsiveness. Nor have you asked for a response every 7 days, as required by 3. FWIW, I know Jan Kaluza is active, however he doesn't appear to be CCed on either bug. Perhaps he isn't configured to get bug mail for the package.
