I believe my bugzilla account had the rights to create new releases. I
didn't have to log into any other account, the rights were just granted
to mine.

I see from this SOP:

https://fedoraproject.org/wiki/End_of_life_SOP#Bugzilla

that releng apparently has access to the
'fedora-admin-xml...@redhat.com' Bugzilla account, and that has the
power to edit the list of versions. I guess we should ensure whoever's
program manager has access to the same account.

It should be in a SOP somewhere. (Doesn't mean it is.)

There also needs to be the usual mass-move of open Rawhide non-FutureFeature
 bugs to 17.

There is an SOP for that - more or less:

 https://fedoraproject.org/wiki/BugZappers/HouseKeeping

it's pretty sketchy, but it's listed there. Housekeeping tasks are
broadly the reserve of the program manager. I am not entirely sure we
*have* a program manager at present, since Robyn is already busy being
the FPL so far as I can tell, and I haven't seen any announcement of a
 new program manager.

It would be nice to find out who else has the appropriate permissions
so that all this can be done, closing all the F-14 bugs for EOL would
be nice to add to that list too :-)

One of the problems is not many people have the powah to do it (or
possibly some of us do, but don't know it). I'm pretty sure I don't. I
usually bug the program manager to do this every cycle, but I don't
think either John or Robyn could actually do it directly, they had to
try and find the correct Grand Bugzilla Poobah within RH to get it done.

This is why it always turns into a dance - lots of people know it needs
to be done, but few of us actually have the power and know how the hell
to _do_ it.

Any (and only) people in the sysadmin-main fas group have official access to
this account. I would document the steps for how to do this in the rel-eng
SOPs but have a note to contact someone in this group (#fedora-admin if no
one in rel-eng is presently available to use it).

In the past, I believe that we did not use this account for making these
changes and so we had to find an actual bugzilla admin that had the
necessary bugzilla permissions and know-how. We do have this account now
and we can make use of it so it is a small step forward.
