I fixed the pkgconfig file issue and rebuilt qt5-qtwebengine. We can
retry Rawhide.

So I'm pretty sure the qtwebengine fail was also caused by the
pkgconfig file bug you noted. I've sent a new build of re2 that fixes
that bug, and am trying qtwebengine again. If that works, I'll look at
the others, but that's the one that's blocking Rawhide so it's the
highest priority right now.
