Or you can take last known src.rpm: https://koji.fedoraproject.org/koji/buildinfo?buildID=1055454 rpmdev-extract the src.rpm and take the tar ball and spec. Hello, System-config-users https://src.fedoraproject.org/rpms/system-config-users has been retired due to FTBFS and lack of mainteance.
