When I did the migration from the previous discourse setup to the new one, I attempted as much as possible to preserve any explicitly-changed user preferences for subscriptions. For people who hadn't made any changes to the defaults, they got the new defaults -- which I think is what happened here. I might have made some mistakes, for which I apologize. User preferences should be honored. Regarding notifying about this change, it was actually announced at devel-announce [1]. But, the announcement is long and it is not clear, if mentioned at all, that the notification settings of existing users will be adjusted. It would be nice to announce something like this. I am really not into discourse and I don't plan to spend any time configuring it, so it would at least spare me from wondering what is this about. BTW this kind of nontransparency without logging into UI to have at least chance to understand what is going on is the reason I won't be using discourse.
