Unretiring quotatool

Hi,

After checking some information regarding this package I found that
after retiring this package the upstream came alive again.

From https://github.com/ekenberg/quotatool/blob/master/ChangeLog, we
can still see an active project. And because I need it so I request an
un-retirement.

Hmmm... mailing the previous/last maintainer may be fruitful, but reason
for retiring a package could have been that the maintainer was non-responsive
and unreachable.

  $ fedpkg clone quotatool
  ...
  $ cd quotatool
  $ cat dead.package 
  This package was retired on 2012-02-06 due to lack of a maintainer.
