Just repeat exactly the steps you did to submit it the first time.
Probably something like "fedpkg build".

Since there hasn't been a successful build in koji, you can resubmit
the same version of the package and it will happily build it again.

Also if you can pinpoint the date of the first occurence that will help 
chasing it down. So far the earliest record seems to indicate June 28th, 
if you have seen it before please report.

Whatever this is, it's intermittent and it's still happening. I'm
getting koschei reports about failed builds with this symptom every
day, and yesterday I had a "real" build fail in that way too:
