New F13-arm build os16

The olpc-os-builder cleanup, new activities build.

We leave behind the heavily-patched OOB used for earlier builds.
Recent developments (kernel rpms, olpc-utils) have removed the need
for the most serious hacks, so our OOB changes are light and clear:

Additionally, I've updated the configuration to request activities for
Sugar v0.88

* Has all the goodies from recent 11.2.0 series builds -- among them...

  * my additional volume keys also work

 It looks to me that the function/modifier keys for frame, volume and
 grab are not mapped in the table on that wiki page. I didn't want to
 edit it unless I was sure about it. Can someone knowledgeable please
 confirm and/or update the page?

Also, is there a way to change the screen brightness via an external keyboard?
