David, Upon first inspection it looks like all of the names of people that contributed Cygwin-related patches are there. The bulk list in the draft was ripped from the post-4.3.0 CHANGELOG entries. There are bound to be some errors and omissions given that we have had contributions from more than 250 people for this release, so if you are not listed just send me the details.
