If you updated the war file,  1) check if your indicators, data element 
catoptions etc are still intact in the maintenance app. if they are there then 
you have a different issue.2) If they are not there, then check verify from the 
back-end if the database is ok3) You can then revert to your old war file -> 
this worked for me and update with the most recent version thereafter if 
interested.
please note that my version is 2.28

Had you updated your war file of recent when this started happening? I had a 
strange experience a month ago when i updated my war file and lost some of the 
system objects and it took me a while to figure out this until a colleague 
helped me.
