Then you should probably do:
-In expression : V{enrollment_count} (by clicking on “counts of 
enrollments”
-In filter: #{J9gyc1kuEIZ.Xii6gy92ebp} < 5
Where J9gyc1kuEIZ is the UID of the program
Xii6gy92ebp is the UID of the data element “Age”
