D IDE dexed - v3.7.10 available

A small update of this IDE dedicated to the D languages and its 
tools [1].
Only some small fixes and adjustments, see [2] for details and 
pre-compiled binaries.

so by the time I was ready to hand it back to Walter and Andrei 
after DConf, Atila was in the mix. None had any objections and 
here we are.

And after just posting about how I had forgotten to push a commit 
on another DIP, I forgot to push my final commit to this one. It 
now has a proper summary of the Formal Assessment.
