I normally just lurk on this list, but I wanted to jump in and make an 
important clarification.

Dan Henderson, N1ND, is not employed at ARRL Headquarters as an attorney. He is 
our Regulatory Branch Manager, not an "official." (Officials are ARRL corporate 
officers and Division Directors.) Dan only represents the ARRL in his work, not 
other organizations.
 
You are probably confusing Dan with Chris Imlay, the ARRL General Counsel. 
Chris *is* an attorney and represents the ARRL in that capacity before the FCC 
and in other matters.

I do not think and did not think the day it was made, it was
done by the right person(s). What is "Is is up to the people etc
we don't rule on the mode or its content/operation?"

You and others here promoted the decision as in concrete. I think
you and others like it to be so ( just an opinion )

All the stupidity of Jose and now this cluster thing make
revisiting harder and harder, if not impossible indeed.

If the few of us here who are interested to use ROS had been
united and not scared by the please lets move on crowd we could
have been able to at least reconsider the situation.

Therefore we all should force Jose to fix this and the users 
outside the US should stop using it. Of course they are mot reading
this or even part from this group.

I'm willing to bet that your FSK tones were inverted.
 
I own a TS-2000 and the same thing happened to me just yesterday, with a bit of 
a twist. My TS-2000 had been working just fine in FSK. On Friday I installed a 
new motherboard in the station computer. When I attempted to work BARTG, I 
duplicated your experience--no one would answer me.
 
Turns out that the COM port in the new motherboard was communicating with my 
FSK interface in a different fashion and the result in the TS-2000 was inverted 
FSK tones. The solution is to access MENU 39 in the TS-2000 and select 
"INVERSE."
 
Also, the bands really were terrible.

After several years of doing RTTY via AFSK, I thought I would use the
BARTG RTTY contest this weekend to practice my FSK "skills" with the
new radio.

I was surprised that I was not being heard so well. I know the band
is fairly poor but stations that I could hear fairly well would not
respond to me, they often called CQ CQ after I called them. My
antenna situation is not the best but I am used to being heard after a
few tries. I did work some stations but much less than I am used to,
I tried 40, 80 and 20M.

Tonight, I tried again...just trying a few east coast stations, none
were running pile-ups. Same result. many endlessly calling CQ and
apparently not hearing my 100 watts of FSK.

So, I switched to sound card AFSK and gave a call, first attempt the
station came back to me. Another station then answered me on the
second attempt. I switched back to FSK on the same band and antenna
and very few responded.

I'm new to FSK operations, is there something fundamental that I am
missing? I am making sure I am transmitting on the same freq as I am
receiving. I have made sure I have high tone selected properly. I
set FSK for 100 watts with moderate amount of ALC showing. I set AFSK
for 70 watts and NO ALC.

It may still be just band conditions but I am wondering...

The FCC requires all digital modes to be publicly documented before they can be 
considered "valid:"
 
 97.309(a)(4) 

An amateur station transmitting a RTTY or data emission using a digital 
code specified in this paragraph may use any technique whose technical 
characteristics have been documented publicly, such as CLOVER, G-TOR, or 
PacTOR, for the purpose of facilitating communications.

Documentation should be adequate to (a) recognize the technique or 
protocol when observed on the air, (b) determine call signs of stations in 
communication and read the content of the transmissions.

 

After some discussion with Riley Hollingsworth, the League created a 
page on the ARRLWeb for exactly this purpose. You'll find it at:

We don't have a description of Olivia posted at the moment, but if we 
receive one that satisfies the requirements, I'll make sure it is posted right 
away.

Of course, a description doesn't have to be posted on the ARRLWeb to be 
valid. We created the page to make it easy for the amateur community and the 
FCC to quickly find and access descriptions (a kind of "central library").

How can Olivia be not valid? Are you sure they have not overreacted?

My understanding is that new modes are permitted as long as they follow 
the
rules and have the mode "published." The specification of Olivia are 
rather
the same as MFSK16 are they not? How can MFSK16 or for that matter other
digital modes be OK if Olivia is not OK?

Finally, this brings up an interesting point. If it is really true that
Olivia is not valid, and the only reason that I can think of why this 
would
be true is that the specifications are not published adequately, how can
Pactor II and Pactor III be permitted to operate when the 
specifications are
not only not published, but there is no way to even monitor the
transmissions without a proprietary device to provide self policing?

The MixW picture issue was a interpretation of the rules whereby 
something
that is turned into digital data is an "image," based upon its initial 
form
being an image. You are right, this must not stand.

What rule violation did the FCC claim?

Have you considered advising your ARRL Division Director of this 
situation?

Finally, Steve Ford, WB8IMY, has posted to this group and will surely 
take
notice of it. Perhaps he can help clarify things. Since you could say he
wrote the book on amateur radio digital:)

Don't worry about Olivia anymore here in US at least.
The mode is not valid at this time. I'm afraid It's going the way of 
MIXW
Narrow band pictures,.
I received a  Cease and Desist Letter from the regional office to stop
transmitting both Olivia and WinDRM.
My call has been forwarded to the FCC for using Invalid modes.

So much for DRM and Olivia.
Maybe this time next year changes to the rules will be made.


Baclk to MFSK16.  Olivia was fun while she lasted.
