There is one other meaning of access that has not been diccussed in 
this thread: accessibility for persons with disabilities. In this 
sense, inaccessible software is software that does not implement an 
accessibility API [1], that does not allow full keyboard access, that 
does not inherit desktop themes (colour combinations, large text  
icons, ...), etcetera. Inaccessible software creates or contributes 
to a digital divide between people with disabilities and other users. 
This would affect, for example, 18.7% of the US population (in 2005 
[2]), so it is not a marginal phenomenon.
Elderly users often have similar needs, as their vision, hearing and 
mobility decreases with age (but they don't want to be considered as 
people with disabilities, it's all just part of getting old). I 
assume you are all aware of the demographic shift in many countries [3].
In addition to this, some governments (e.g. the US federal 
government) are not allowed to buy inaccessible software.

Wouldn't surprise me that it was ignored even if you did do it via the
bug tracker, but if you didn't, then there is NO way it will every get
done... and same goes for LibO - you have to open an actual trackable
request, not just send an email...

And this is very different in the UK. The only companies that are able to
allow donations against tax are registered charities so a foundation set up
as a company limited by guarantee or a CIC will not get tax relief on

Depending upon how much revenue is generated from sources other than

The thing is that company law is different in different countries so in a
multinational project some account has to be taken of that. It seems, for
example, much more expensive to set up a not for profit company in DE
compared to UK and tax exemptions seem easier to get for donations in a
501(c)3 in the USA.  TDF owe it to its community to get the best working
deal that is legal and ethical and that requires understanding of several
options without getting sidetracked into spurious arguments based on half
understandings and irrational fears about competitors' ethics.

[tdf-discuss] Trouble installing on Windows XP

I have used OpenOffice for several years, and now I am trying to install
LibreOffice on a Windows XP computer.  About 4/5th the way thru installing
(according to progress on the status bar), installation stops (hangs) and
goes no further.  There was no action clicking on Cancel button in the
installation window--the only way to close the window was with the Task
Manager.   In case the conflict was with OpenOffice, I removed it.  Now I
can't install LibreOffice or even reinstall OpenOffice.  In the middle of
the installation process, it accesses the OpenOffice website; why?  Any help
is appreciated.
