「ヘルプ」メニュー配下の項目に提案を入れたので査読お願いします。

* 提案の背景・理由：
Pootleでは「オンラインヘルプ...」が提案されるので、あまり考えずに
こちらを提案していましたが、このメニューは実際には各NLPが持つ
ユーザー互助会フォーラムのたぐいに転送されるようになっていて、
日本語の場合は ask.libreoffice.org/ja に遷移します。
「オンラインヘルプ」だと help.libreoffice.org が想像されるので、
提案を取り下げて新たに「オンラインで助言を求める」にしました。
