Our CRO says that the elections were regular. On the basis of what I
have seen, I support the findings of the CRO.

Surprising or unusual behaviour by individuals does not negate the
election. Members have exercised their votes. The results have been
returned. The new board is in place. I accept the legitimacy of this
democratic process, even though only two of the candidates I supported
were successful.

Not according to Robert's Rules of Order, which require formal statement
of a motion.

- If a member of the board making a suggestion is stopping the board from
working normally

The reason why committee decisions can be made with a majority vote is
to allow the committee to continue to function even in the presence of
minority views or distractions. I trust the board to filter out the
noise and make decisions that best further the goals of OSGeo.

twitter and not be dealt on a proper IRC channel or mailing list.
and of course, if bringing a tweet like that to the discuss list for all
members is ok or not. (I hope it is, because other wise I am trouble).

I like public meetings and open discussion. Transparency is healthy. Let
everyone have their say, in whatever forum, with calm and civility, and
be accountable for their actions.

Kind regards,

Vicky the meeting mins
 are now available.

We had a little bit of trouble coordinating communication yesterday. Jeff
was excited to find that foundation officers do not changed until the board
makes a motion and caused a bit of confusion online.

The election was unduly confusing which has many people anxious including
our friend Howard. However the board reviewed and accepted
 the
election process (without knowing the results). Part of that meeting
confirmed we could function if the election resulted in an open vacancy;
fortunately that did not come to pass.

With respect to project officer no motion has been made, we are looking at
setting up a f2f meeting for this.

A suggestion of course does not make a motion, and the board is not
hindered in function. We have a chair and follow the usual robert rules of
order. You can see to two motions that were accomplished as part of the
meeting.

Media, including social media, is free for communication. On our own
mailing lists, including disc...@osgeo.org, we have a code of conduct to
follow.

Bring a tweet, blog post, or news article to the discussion list is
perfectly okay. Our code of conduct is there to help provide a safe space
for participation and discussion.

In my personal opinion only, part of the reason this last election cycle
was confusing is the boundary between personal and professional criticism.
Candidates, were asked about their experience and track record as part of
election process.

Hello all

Back from a trip from Argentina, had to catch up on the social networks,
and some IRC logs.

I found a tweet [1] and in [2] is the complete board meeting logs.

I what to know:
- The regularity of the election. (tweet says is irregular)
- if a suggestion makes a motion.
- If a member of the board making a suggestion is stopping the board from
working normally
- If a suggestion that is not liked by a non board member can be used in
twitter and not be dealt on a proper IRC channel or mailing list.

and of course, if bringing a tweet like that to the discuss list for all
members is ok or not. (I hope it is, because other wise I am trouble).

[OSGeo-Discuss] Special Issue: Open Source Geospatial Software

2017-11-03 Thread Marco Minghini
(apologies for cross-posting)

Dear all,
I am pleased to share with you the Call for Papers of a Special Issue
relevant to open source geospatial software that I am currently leading. I
look forward for your contributions!
Best regards,

Marco (on behalf of the Guest Editors)

Open Geospatial Data, Software and Standards (ISSN: 2363-7501)Special
Issue: Open Source Geospatial Software

Call for Papers (https://opengeospatialdata.springeropen.com/osgs)

The use of open source software has nowadays become well-established in our
society. In the geospatial domain, the creation and evolution of open
source software projects are typically based on a crowdsourcing mechanism
counting on communities (project leaders, users, developers, translators,
etc.) from all over the world. The importance of open source geospatial
software, also termed FOSS4G (Free and Open Source Software for
Geospatial), has become so high that the Open Source Geospatial Foundation
(OSGeo) was created to support and promote its development and widespread
adoption. In addition to being chosen for ethical reasons, nowadays open
source geospatial software is exploited in science and research, as the
transparency of code ensures reproducibility of analyses and results, and
in education, as it allows sustainability by avoiding dependence on
proprietary vendors. Open source geospatial software represents also an
established business model for many companies worldwide. With these
premises, this Special Issue of the Journal of Open Geospatial Data,
Software and Standards invites original research contributions and/or
software implementations on all aspects of open source geospatial software
and its applications, and particularly encourages submissions focusing on
the following themes:

   -

Open source/open data policies for SDI development and implementation
   -

Reproducibility of analyses and results in research and science
   -

   Quality of open geospatial data
   -

Volunteered Geographic Information (VGI), Crowdsourcing and
   OpenStreetMap (OSM)
   -

Sensor Web and Internet of Things (IoT)
   -

   Photogrammetry and Remote Sensing
   -

Standardization and interoperability of open geo-data and services
   -

Big geo-data storage, visualization and processing
   -

Open source geospatial software in scientific research
   -

Open source geospatial software in education and business
   -

Management and sustainability of open source geospatial projects

The Journal of Open Geospatial Data, Software and Standards welcomes
submissions of various types, including “Original article”, “Review” as
well as “Database article”. Apart from these article types, the Journal has
a special type of article called “Software article”, where you can publish
a short article about services/software of broad utility that have been
developed within your project/institute. For more information about the
article types, please access the Journal’s online menu Submission Guidelines

and Preparing
