FOSS4G 2023 numbers - We would like to provide some numbers. -Workshops – 44 -Presentations – 274 -Academic talks – 36 -Participants 683 out of 733 -Countries – 56 -Travel grants – 34 -Studentship grants – 34 -Volunteers – 68 -~210 hours video -Coffee 20 KG of coffee was sold out FOSS4G 2023 was the next level for the local team - https://2023.foss4g.org/ Kosovo Open Source Community is existing since 2009, we tried to go as much as we could in FOSS conferences in general, but it was always hard for us to travel because of Visa and related issues. The organizing of FOSS4G 2023 was a next level activity for our organization in Kosovo. It was of a high importance, for both the local reach regarding FOSS and Geospatial software, also for the global impact that the conference has. In advance Besfort Guri, the Conference Chair, for many years has been trying trying to explain the importance and and the spirit of the OSGeo family / community, but without “touching” and being part of it, it was harder to understand and resonate with. We are sure that the local team and the volunteers are still living with the energy of FOSS4G and are willing to contribute and be active in the global community. Because of missing a big hall for hosting +700 participants at the same time, we created an outdoor stage and we also needed to find a solution for the Gala Dinner. The outdoor stage was a great success and was used for keynotes, talks, the Gala Dinner and an amazing concert. We tried to do our best and from the feedback that we received it was quiet good. Another thing that was new in Prizren. We discovered that our community is multi-talented and enjoys Karaoke. So we had great parties. Also the 24-hours bar was special and needed as we were active day and night. Valmir Mustafa the Project Manager of FLOSSK wrote in a letter to the OSGeo board “We would also like to thank the OSGeo Community for this valuable opportunity to host FOSS4G in Kosovo. Your support has been instrumental in empowering FLOSSK to strengthen its team and further promote and advocate for open-source GIS in Kosovo. This journey wouldn’t have been possible without your help. It was first released in 2017 and presented at FOSS4G Europe that year. It has been continually developed since. With a new official version 1.0 released to celebrate becoming an OSGeo Community Project. Tom Kralidis (OSGeo Board member) says, “it is exciting to see mappyfile in the OSGeo Community project ecosystem. mappyfile makes MapServer mapfiles fully composable with minimum dependencies. This has proven very flexible and powerful for projects with real-time and automated workflows. Congratulations and welcome mappyfile!”. mappyfile can be used to easily update and adapt Mapfiles for different environments and datasets. It is a Python library with no dependencies on MapServer and can easily be deployed to reformat and validate Mapfiles as part of a continuous integration pipeline. mappyfile includes Mapfile schemas for different versions of MapServer allowing Mapfiles to be easily migrated to newer versions of MapServer. The Sol Katz Award for Free and Open Source Software for Geospatial (FOSS4G) is awarded annually by OSGeo to individuals who have demonstrated leadership in the FOSS4G community. Howard Butler was honoured with the 2023 Sol Katz Award, presented on 30 June 2023 at FOSS4G 2023 in Prizren, Kosovo. This was the 19th year of the award. Howard Butler has a long-standing history of involvement within our community. He was an OSGeo board member and was involved in the early years of the System Administration Committee. Howard is also a member of the project steering committee of 4 different OSGeo projects. You will meet him everytime a codesprint is organized. Howard was part of the group which came with the GeoJSON specification. He is an excellent leader, a mindful developer and a valued friend. Howard Butler has organized the modernization of the documentation of GDAL and PROJ. He was the instigator of the GDAL Barn raising to enhance and refresh the geodetic capabilities of the projects. Howard Butler leads the open source software consultancy Hobu which focuses on LiDAR, point clouds, and geospatial software. He is the proponent of COPC, the cloud optimized point cloud format. The Sol Katz Award for Free and Open Source Software for Geospatial (FOSS4G) will be given to individuals who have demonstrated leadership in the FOSS4G community. Recipients of the award will have contributed significantly through their activities to advance open source ideals in the geospatial realm. Sol Katz was an early pioneer of FOSS4G and left behind a large body of work in the form of applications, format specifications, and utilities while at the U.S. Bureau of Land Management. This early FOSS4G archive provided both source code and applications freely available to the community. Sol was also a frequent contributor to many geospatial list servers, providing much guidance to the geospatial community at large. Sol unfortunately passed away in 1999 from Non-Hodgkin's Lymphoma, but his legacy lives on in the open source world. Those interested in making a donation to the American Cancer Society, as per Sol's family's request, can do so at https://donate.cancer.org . Nominations for the Sol Katz Award should be sent to solkatzaward at lists dot osgeo dot org with a description of the reasons for this nomination (after sending, please wait for the moderator to accept your message). Nominations will be accepted until end-of-day May 26th Anywhere on Earth. A recipient will be decided from the nomination list by the OSGeo selection committee. Yiddish was his first language, but he was amazingly bright, and learned both Hebrew and English quickly. After high school, he spent three years in the US Air Force, stationed in Germany, where he picked up yet another language. Following his brief military career, he decided to go to Brooklyn College in NY where he got his Bachelors in Geology in 2.5 years. He then married his wife Hedy in 1969, and went back to Brooklyn College while teaching in NY Public Schools and got his MA, also in Geology. After several years working for the U.S. Bureau of Land Management (BLM) in several states, he settled down in Lakewood, CO and decided to go back to school at the University of Denver in Computer Science and earned a second masters. At this time, he also had two children - Shanna and Risa. He was well loved in his office, at his children's school, and at home. Always full of laughter and good humor, Sol could easily be recognized by his flamboyant Hawaiian shirts and toucan or propeller hats. Sadly, after fighting Non-Hodgkin's Lymphoma for almost a decade, Sol died April 23, 1999 in bed. Open Source - Sol Katz was an early pioneer of GFOSS and left behind a large body of work in the form of applications, format specifications, and utilities. In the early 80's, Sol assisted in the development of a public domain GIS package called MOSS (Map Overlay and Statistical System). This software was arguably the first open source GIS

Sandro Santilli was honoured with the 2022 Sol Katz Award, presented on 26 August 2022 at FOSS4G 2022 in Firenze, Italy. This was the 18th year of the award. Sandro (aka strk) has been contributing to OSGeo and open source geospatial software for over 20 years in various ways. He is the chair of the GEOS steering committee, a long term core contributor to PostGIS and QGIS, and a mentor to many. Sandro also shapes and maintains OSGeo infrastructure as a volunteer on the OSGeo systems administration committee. He is seen as a mentor and guide by his peers, always reminding us to look beyond the idea of software for free, and toward truly empowering the geospaital community through open source software: “He is the nagging voice that reminds you that FOSS is about freedom to choose and putting the power of change in the users hands, and the dangers of settling for freeware instead of working toward a truly free alternative.” – Regina Obe Sandro also reminds us that open software and the OSGeo community is built, and maintained, by people who contribute to it: “I don’t care if you use Free Software. The 8.2.0 release of GRASS GIS is now available with results from the GSoC 2021 and many other additions. A new grass.jupyter package is now included for interacting with Jupyter notebooks. Single window graphical user interface is available in GUI settings. r.series and three other modules are newly parallelized. Additionally, the release includes a series of scripting, packaging, and reproducibility improvements. La llegada de Malena al mundo geoespacial fue solo por casualidad, en 2011, como parte de su larga búsqueda de su vocación… ¡¡Siempre tuvo curiosidad por el mundo que la rodeaba !! Inició sus estudios en Sistemas de Información Geográfica en la Universidad General Sarmiento de Buenos Aires, convirtiéndose en la primera egresada de la carrera. En esos años, Male participó en un servicio voluntario y presentó su proyecto en el Congreso Nacional de Cartografía. Durante el evento, conoció a los “Geoinquiet@s”, los GeoGeeks, de las comunidades locales. A partir de estos días su carrera fue en ascenso, y fuimos privilegiados de poder ver de cerca su crecimiento. Su experiencia laboral fue infinita, trabajó en el Centro Argentino de Cartografía, en el Programa Nacional Mapa Educativo, en diferentes municipios del estado. Trabajó durante casi 3 años en el Instituto Geográfico Nacional Argentina, mientras se especializaba en Infraestructura de Datos Espaciales. The prize was presented at the FOSS4G closing session and handed over to her friends & family who accepted the award on her behalf since we sadly lost Malena in April 2021 to COVID-19. It’s a time-honored OSGeo tradition to present the annual Sol Katz Award for Geospatial Free and Open Source Software to individuals who have demonstrated leadership in our community. This year, the award ceremony was part of the online FOSS4G2021 conference and was presented by last years’ recipients Anita Graser and Even Rouault. The call for nominations is open to the whole OSGeo community and many great candidates are nominated every year. (Thank-you to everyone who submitted a nomination!) The winner is determined by the Award Selection Committee made up by former recipients of the award. The nomination presented for Malena (Nomination Malena Libman https://wiki.osgeo.org/w/images/b/b0/Sol-Katz-2021-Malena-Libman-nomination.pdf) stood out on more levels than just one. It was signed by 147 members of the OSGeo community. The final voting of the past awardees who represent the selection committee showed overwhelming support for Malena Libman. Malena Libman was the President of OSGeo Argentina Local Chapter’s NGO Geolibres, Chair of FOSS4G + SOTM 2017 Argentina. She was an SDI specialist involved in the National SDI working towards building better FLOSS solutions. She inspired so many of our community. Honestly, it’s difficult to talk about her, (that’s why I prepared a text, in case Male wins the award)… I am grateful that the FOSS4G team and her family are present today, listening and supporting such a special moment, on the other side of the screen. Malena’s arriving to the geospatial world was only by chance, in 2011, as part of her long search for his vocation … She was always curious about the world around her!! Then, she began her studies in Geographic Information Systems at the General Sarmiento University in Buenos Aires, becoming the first graduate of the career. In those years, Male participated in a volunteer service and presented his project at the National Cartography Congress. During the event, she met the “Geoinquiet@s”, the GeoGeeks, from the local communities. From this days, her career was on the rise, and we were the privileged ones to be able to see its growth up close. Her work experience was infinite, she worked at the Argentina Center for Cartography, in the National Educational Map Program, in different municipalities of the state. She worked for almost 3 years at the National Geographic Institute of Argentina, while she focused in Spatial Data Infrastructure. Malena gave GIS and SDI workshops for different institutions, she was part of Geochicas OSM and more and more things.. I could talk about her for a whole day.. At every step she took, she was always promoting free and open source software and the strengthening of the geospatial communities. No more, no less… She was part of the organization of FOSS4G 2016, FOSS4G 2017, FOSS4G 2019. She travelled to represent us at the global FOSS4G 2018 in Dar Es Salaam, and Bucharest too, but apart from all this, I know how much she deserves to win this award.

Founded in the wake of the Haiti earthquake of 2010, responders and organizations recognized the need for accurate, accessible maps to aid in humanitarian response and the potential for international development interventions. Since then, HOT has utilized its network of tens of thousands of volunteers to contribute to OpenStreetMap, the free and editable map of the world. HOT’s network and tools enable everyone, local or international, to have an impact by putting places and areas home to people on the map. The Open Source Geospatial Foundation (OSGeo) is a not-for-profit organization whose mission is to support and promote the collaborative development of open source geospatial software, data and education. The foundation provides financial, organizational and legal support to the broader open source geospatial community. It also serves as an independent legal entity to which community members can contribute code, funding and other resources, secure in the knowledge that their contributions will be maintained for public benefit. The OSGeo Community program recognizes applications and tools that are geospatial, freely available with an open source license, and are setup to collaborate fairly. This program helps OSGeo promote innovation and the hard work of teams and organizations worldwide. About PROJ-JNI -- PROJ-JNI is a project that exposes Java Native Interface bindings to the PROJ C/C++ library, the well-known and widely-used coordinate transformation library that underpins most open-source geospatial coordinate transformations. This project allows JVM ecosystem developers to build directly upon recent and future improvements to PROJ via native bindings, rather than requiring that libraries separately re-implement all projection and transformation functionality in JVM languages. PROJ-JNI currently works with system-installed versions of PROJ, and is currently looking into the feasibility of simplifying the end-user experience via pre-compiled native libraries for different platforms. We appreciate your efforts for standing strong during the global tough time and justifying, as they say - _"when the going gets tough, the tough get going". _We are sure that you all must have your great stories associated with GSoC 2021. The final step is wrapping up and packaging your project for final submission. According to Google [2], the basic requirements for code submissions are: * It must be easy to identify the work you have done. (i.e. the changes you made or new code.) When someone goes to the provided URL it should be clear what work you did without requiring them to do significant additional digging. * It should be in a stable location. The URL cannot be changed after submission. * Someone else should be able to use the content at (or referenced from) the target of the link to extend your work. If your work is 100% complete, they should be able to use it. If your work is not 100% complete, it should be clear what's left to do. You are also required to submit your final report to the SOC mailing list. Your final report must include: 1- The title of the project and the software community it belongs to (for hybrid projects indicate all the software involved); NOTE: If your title has changed over the due course of project, then do not forget to update it to the Dashboard and put the final updated title in the report; 2- Abstract: a description of the general idea, motivation, challenges, etc.; 3- The state of the art BEFORE your GSoC. For example, if you made a GUI, you can say: "In the software XYZ, when I wanted to use the tool xxx, I had to manually edit the file yyy"; 4- The addition (added value) that your project brought to the software. In the same example: "With the GUI that I created, now it is possible to use the tool xxx via graphical user interface"; 5- If there is still work to be done on the project, include that too. You can also share highlights or challenging pieces. 6- Add all the permanent links to access the code and documentation for the user to get started with testing your application. "Please test my code following instructions here". (Don’t forget to test that the links are working and do not require special access permissions!) Ensure that the pull request description is detailed. If the pull request is going to have more work done after GSoC is over, make sure the last GSoC commit is noted. 7- At least, add a graphical image that should serve to show the main elements of your project. It could be a flow chart, a screenshot, both, or whatever you think could serve for the scope. REMEMBER: the aim is to showcase your project to people that are not necessarily familiar with the software. The image must be uploaded on a public repository or in the web page / wiki of your project and the link shall be included in your report. 8- Optional: You can add links to videos, blog posts etc. that you have created. (We warmly encourage it. It feels highly elated to see your work or read a blog post in future.) The report must be included as text inside your email (not as a separate attached document, not as a link to an external document). Also, remember to add the link to your project wiki page and add the final report in your wiki. In order to comply with Google’s requirement of A REPORT IN A STABLE LOCATION (THE URL CANNOT BE CHANGED AFTER SUBMISSION), you can either check with your mentors for a suitable URL or submit the URL of your final report. It will take place online on Saturday October 2nd, 2021, using WorkAdventu.re [3] plus a bounce of Jitsi channels for each project. The Community Sprint offers an excellent opportunity to meet other OSGeo members and get involved in OSGeo projects! It is a golden opportunity for developers and non-developers to meet with the core team of those projects, get a deeper insight into the software and participate in development, testing or documentation. We follow this tradition since 2009. Since we need to create the Workadventu.re environment, we ask all projects to register on the wiki page by July 15th. Projects that have registered on time will have their own Workadventu.re environment, those that register later will only have a Jitsi channel reported on the community sprint wiki page. The OSGeo Code Sprint is open to all who wish to participate in one or more projects. WorkAdventu.re environment is open only to people registered to FOSS4G 2021 whereas the Jitsi channels are open to everyone. Hello to all of you - especially to our german language speaking friends, FOSSGIS Konferenz 2020 in Rapperswil and Online – annual german language conference - is taking place right now. 6.-9. June 2021 (german language) FOSSGIS Konferenz is similar to the FOSS4G conference with about 500 participants. The conference is organized by FOSSGIS e.V., OSM Community and a local team.
