[OSGeo-Discuss] QGIS user meeting (10 and 11 of december 2015) at Montpellier (France)

The Francophone local chapter of OSGeo (OSGeo-fr) and Montpellier SupAgro are 
organizing a two-day meeting around QGIS for the Francophone community. This 
meeting will take place on 10th and 11th December at Montpellier SupAgro.

Several presentations will take place on the first day. This year, the theme of 
this day is "QGIS: What are the uses case today What are the uses case 
tomorrow?". In the evening we invite you to join us for a drink in a place 
that will be given during the day.

The second day is organized as a barcamp: an informal workshops where you can 
suggest topics, present papers, exchange, discuss. It is an informal but 
organized time to exchange between users, contributors and financiers. Feel 
free to discover an original form of contributions to QGIS!

Some topics:

* How to translate QGIS
* How to use QGIS on a tablet (QField)
* How to create a map with QGIS and broadcast on the net
* QGIS and PostGIS couple

If you want to get some feedback from the community, get some help to prepare 
or discuss a particular topic before the day you can discuss it on the

will hold a booth at the Paris Open Source Summit (POSS). This is an 
opportunity for us to present you geospatial project, hosted or not within the 
foundation, our work to translate documentation and website and finally our 
futur events organized by the association.

User or editor of open source geospatial solutions, are welcome to talk with 
us on our booth: what are your contributions plan? your future projects? How 
do you see the market of open source geomatics and its evolution? Would you 
like to join or sponsor the legal association OSGeo-fr? Or just to go to talk 
with us: be all welcome on the OSGeo-fr booth!

OSGeo-fr will organize several events in the coming months: meeting of QGIS

[OSGeo-Discuss] Francophone Open Source Geomatics day (FROG) in Paris

OSGeo-fr, the french speaking OSGeo local chapter, is organizing on 10th of 
June 2013 the Francophone Open Source Geomatics day (aka FROG) in Paris inside 
French IGN building (at Saint-Mandé, close to Paris).

FROG is one day of conferences and meetings on several topics around OSGeo-fr 
projects and is a great opportunity to bring all together the community of 
users, developers or just curious of free software in geomatics.
The event is expected to attract around 150 people.

This meeting will share our experience by 25 mn conferences in two parallel 
sessions: one technical, dedicated to software develoment, the other will be 
more focused on practical use.

You are an expert in a field related to free GIS? You are using OSGeo stack in 
a specific context (major project, big data management, innovative project, 
etc.).? You are participating in a
free project linked to the OSGeo? So don't hesitate to give a presentation! 
You are warmly welcome!

Contributors to the Francophone Open Source Geomatics (FROG) who wish to do a 
presentation of their projects should submit an abstract before 15th of march 
2013.
Abstracts should be sent by email in plain text at the following address see

In the following days a three days sprint code is organized. All FOSS4G

Note that you can use SpatialDataIntegrator to import data to GeoNetwork Node 
or create Metadata XML  file.

This could not be the best solution for your user case though but seems 
interesting to talk about it.

It depends the OS Licence. GDAL licence is BSD-Like  [1].

Some other are usinng GPL-LIKe licence. This kind of licence does not allow 
closed source to user open source licence. They need to open their source 
using a GPL-Like licence [2].

If you want styling a vector layer from a WFS service in OpenLayers, you can 
use StyleMap which is simplier to manage [1] I think ;)

Here some idea from the Francophone LC. 

In the past, we organised an OpenSource village inside a tradeshow with help 
of local company (c2c). We gave to visitors of the OSGeo-fr booth an USB key 
with OSGeo logo on the key and PDF flyer inside (in french). In the futur we 
plan to add some aplications via OSGeo4w and data (from OpenStreetMap).

We organized in the Open Source village and outside some conferences, birds of 
feather, all kind of animation we can find in FOSS4G ;)

Hi,

The 4th volume of OSGeo Journal entirely translated into french is now 
available for downloading [1].

This volume contains annual reports of OSGeo projects, local chapters, and 
sponsors for 2007. Although lately released, this volume will be of great 
interest to those wishing to rapidly catch up on all the projects they care 
about. Indeed, reports of projects remain relevant to know what the 
objectives were for the year 2008. Volume 6 will contain a 2008 report 
status.

As always each section can be downloaded individually. You are encouraged to 
put a link to this page and distribute this announcement to all professionals 
interested in open source GIS. All feedback is welcome.

Thank you to all the authors, translators and proofreaders who helped make 
this new volume possible

Older volumes can be downloaded from their respective pages, they present case

[OSGeo-Discuss] [OSGeo-fr - IGN meeting] CCLA issues

Hi,

This email focus on CCLA issues.

This issues was raised when IGN tried to send their code back to the 
OpenLayers project as they have to sign a CCLA [1].

A french public organism can't sign an agreement wrote in english,  the fact 
that CCLA was assigned to MetaCarta is also a problem.

We know that IGN signed an agreement with Autodesk to allow Autodesk to share 
some free data (free as a free beer). The agreement was in english, but it 
seems there is a french translation/localisation with a header which said 
that the english agreement have to be used as a reference (in a more legal 
style). 

Paying a localisation of a CCLA seems not a good way, the cost could be too 
important, hard and need to do it again for each change of the CCLA.

Do you think paying a localisation of the CCLA is a good way (if IGN pay for 
localisation for instance). 

Do they OSGeo could provide some CCLA template?

How other project are managing CCLA?

This is an interesting question (How manage I18n content in website). I think 
there are three ways (at least):
* a two letters word put it in the URL, as we  did at the begining in the wiki 
osgeo [1], [2], [3] and like you did in your example ;
* a namespace (if the wiki/website manage this), as I did it in 
http://cartoweb-community.net allowing switching between langage in each page 
(not implemented in the CW3-community website).
* a I18n tag, as we are doing now in the wiki OSGeo [1]

The tag seems a good way to manage easily I18n contents. Not specialy the best 
one IMHO. The namespace is the best way for me. Using Mediawiki you can allow 
people to search only in one namespace, you are really independant but you 
share the same engine for all other langage (better for update). 
Unfortunately, namespace are not always managed by wiki engine and 
contributors need to take care when creating pages.

[OSGeo-Discuss] Local Chapter, network and structuration

Hi,

**History**
OSGeo-fr has been formely created in september as the Francophone Local 
Chapter following 1 year discussing details for structuring ourselves. In 
june, Daniel Morissette, Thierry Badard and Nicolas Gignac proposed to people 
form Quebec to meet each other to think about how Quebec could act inside 
this Francophone Local Chapter. This meeting began the process for creating 
Quebec Local Chapter. I won't details more but one of the purposes of this 
Local Chapter could be to be a kind of local contact for Francophone LC.

The creation of the OSGeo-qc is mainly due to the spatial distance and the 
difference between qc and fr (most people acting in OSGeo-fr come from 
France) about the way FOSS are used. Each area having their own issue and 
progress. Daniel, Thierry or Nicolas will correct and clarify this facts.

Following the creation meeting of OSGeo-qc I spent some time to think about 
why this occurs and how change or more specificly how structure OSGeo-fr and 
OSGeo-qc, how do we work together, etc.

** Propositions**
I suggest to not use LC to join people with common langage. As there are some 
importante difference between countries: what they need to do, how they can 
do it, etc. Furthermore, following the well knonw sentence : Think global, 
act local, it is important that one people (or more) act localy, this is not 
easy within OSGeo-fr. The best way (IMHO) is to create one LC for each 
country and join this LC into network. So we will create Francophone Network 
(containing OSGo-fr, OSGeo-qc, etc.), Europeen Network (containing OSGeo-fr, 
OSGeo-it, OSGeo-de, OSGeo-uk, sp, etc.).

Each network allowing each LC to share informations and contact, think global 
and act local, even if act global could be possible, I think mainly for 
europeen network.

**Conclusion**
You will find here [1] the schema_osgeo.pdf file illustrating what could be 
the structure of OSGeo. I added some information on the right about url 
website. I suggest to use Name Space for each three group in order to better 
structure the wiki and allowing searching for only one (or more) of this 
groups.

What does the other LC think about this? Specially Spanih LC which is as the 
Francophone LC, mainly based on common langage.

[OSGeo-Discuss] OSGeo(-fr) at the Geoevenement 2008 tradeshow

I am pleased to announce that the OSGeo-fr will be present to the  
first french tradeshow at Paris, on the 8-10 april.

Like last year, OSGeo-fr is organizing an Open Source Village of 10  
companies, with conferences, workshops, demos, etc.

Here is some conference topic:

* RESTFull achicture
* MapServer (RoadMap)
* 3D in postgis
* FDO
* Free licence
* and much more is comming :)

If you would like to join us, please contact myself or the
