I made a quick search and it seems that both OGC services, and more ad hoc APIs are used for geocoding addresses. Denmark has a more official looking service http://danmarksadresser.dk/ for Finland there is an open test service (some open local datasets are more established) http://api.okf.fi/console/ These have popped up very recently (few years).
