I almost think there are two separate issues: First is the ability for users to modify the top menu which is covered by bug 9358. I think I saw a note that the target for this bug has been pushed off with no current estimate of when it might be addressed. The second issue is to provide a simplified interface for casual users, elderly users, guests, etc. This does not require an extensive framework for user modification but could be a preset option that trades some functionality for ease of use. It's partially possible to adjust the menus on both the SBs and controllers. Look at player settings on SBs and settings/home menu on controller. Unfortunately it is not possible to add single items or playlists to the top level (home menu).
