Is there a national or global resource for information technology research
paper database?  For instance, a national resource for molecular biology
information is found at http://www.ncbi.nlm.nih.gov/ as PubMed.

i don't know of a PubMed style clearinghouse/index for IT/IS...but here are
a few journals from a quick search...

i'd try poking around educational institutions for that information...UNC
has a School of informaiton and library science, Ga.Tech has a MIS, MIT
degree...i'm sure you could probably find something along those lines...but
probably not on the scale of PubMed...

some of these have RSS feeds of the journals (probably just abstracts)...

Don't forget good ol' Google. One of the little known options against which
you can search (along with images, groups, etc) is one called scholar.
