You simply need to install it; there might be one called "libidn-devel" which contains the header files needed at compile time. While you're at it you should review your environment to be sure other compile-time needs are met. Ubuntu probably provides a metapackage which will do this. You might also consider learning how to build a .deb so your installed software can be managed by your OS packaging system.
