Hello, I have the same problem, is not updated: localhost:8080 in: 
http://repositorio.uct.edu.pe/oai/request?verb=ListSets, and modify the 
oai.cfg file and clean cache, but it continues anyway, please support me in 
the solution, thanks in advance. Greetings from Peru

the setting is in
[dspace]/config/modules/oai.cfg
# The base URL of the OAI webapp (do not include the context e.g.
/request, /openaire, etc).
# Note: leave commented if you want to fallback to the request's URL.
# dspace.oai.url = http://localhost:8080/oai

If this is set correctly, have you tried cleaning the oai cache
[dspace]/bin/dspace oai clean-cache

I did what you've suggested  but I couldn't find any configure file within

check your domain settings in dspace.cfg and also config/modules/oai.cfg. 
You may also need to re-index oai.

For example, from the command line:

# grep -r '127.0.0.1' /path/to/dspace/config

This will allow you to quickly locate domain settings pointing at 127.0.0.1 
instead of the correct domain. Be aware that configuration for things like 
Solr should point to localhost.

Once you have found the offending files, open and edit them, e.g.

# vim /path/to/dspace/config/modules/oai.cfg

To re-index OAI in Solr:

# /path/to/dspace/bin/dspace oai import -c
