for future items set the
DEFAULT_ITEM_READ and DEFAULT_BITSTREAM_READ to anonymous
for existing items, which have been submitted with restriction
log in as admin -> Administer -> Access Control -> Authorization ->
Advanced/Item Wildcard Policy Admin Tool
there you can change the existing items
