RN It would appear, based on past and present information, that the USFWS
RN bureaucracy is the problem.  That has nothing to do with democracy and
RN everything to do, IMHO, with petty bureacratic tyrants who seize each and
RN every opportunity to throw their weight around to show everyone how
RN important they are.

RN Hopefully, the efforts of K4RT and others associated with him will,
RN eventually and in time, succeed.

Shouldn't we, like in VU4 case, start with support letters/emails from
all  over  the world? Emails/addresses of US Fish  Wildlife Service's
officials would be helpful :)
