Here's the direct quote from K1ZZ's White Paper on behalf of the ARRL:
Contacts with KH8SI operating from Swain's Island will count for

Samoa for DXCC purposes and for OC-200 for the RSGB's Islands on the Air

I'd say that's pretty definitive. WF and don't even bother to WL.

I am out of town at the moment but when I get home I can check my logs.  I
believe that was the time I worked him when he was on Malpelo.

 Pedro was on Malpelo Island at that time - I worked him as well.   He's
 been there several times over the last few years, though I don't recall
 him going to San Andres.
