Am I reading this right?

Is it now being asserted that P5/4L4FN went into hiding to avoid contact
with YT1AD  YU7AV when they attempted the aborted P5A operation?  And that
Ed may have had something to do with the lack of DPRK Military permission to
operate P5A?

What is this, the X-Files?  Aren't we all letting the conspiracy theories
get a little out of hand here?

It is extremely unfortunate that the P5A operation was scrubbed.  Did YT1AD
 YU7AV get the proverbial shaft after being led down the proverbial
primrose path by the DPRK officials and such they were in contact with?
Yes!  No doubt!  But what did Ed have to do with that?

Hey folks, it's just DX.  Let's crank the paranoia down a notch or three,
shall we?

 But, ED was not active at all, when this two verry good frends of mine

 in his local, He just deseappear so that AD  AV was not eable to see him
 or his permition licence   even the antenna was down , (some R7

 R-7000)
 AD  AV , HAVE a radio-amateur licence to operate from P5, but not the
 military permition to transmit from P5...so, as everybody know this DXPN
 finished as Touristic-one.

 Any way, its verry dificult to think about the things like P5/4L4FN vs P5A
  7O1YGF vs 7O/OH2YY. which unfortenetely happend

 P5 - No written permission, legal in the country accepted by
 DXCC without any papers.
 7O1YGF - As far as I know they presented written permission
 they was there invited by local authorities. Not accepted by
 DXCC because written permission was signed by the wrong person I don't
 think a large group of operators
 (experiented ops with already several expeditions to a lot of spots around
 the world) can enter in
 a country like 7O without any authorization and operate for a week.
 If they was invited to stop the operation and leave the country, THE SAME
 THING HAPPENNED
 TO THE P5 OPERATOR ! If P5 was accepted without any papers why 7O1YGF
 wasn't accepted too
 with or without papers ???   I'm inclined to agree with Mal when he said:
 The ARRL criteria is wholly  solely based on who is/is not asking for
the
 change.(period)
  Or in other words for the friends the haven; for the others the hell ...
 BTW if I'm wrong please show me the point !

No better definition could be use for this old county in the province
of Salerno located on the Picentini Mountains.
Town of Astronomy because 20 years ago the Giancamillo Gloriosi astronomic 
observatorium has been built on the surrounding ills and  because every year 
international sciencists, press men and astronomy fans goes to this Town for 
debating about important scientific themes about the universe.
Town of music because for years this town has promoted theMontercorvino 
Opera Festival, one of the most famous lyric contest in South Italy where 
several international lyrician have partecipated as guests of member of the 
giury during this important event.
Montercorvino Rovella is also located few kilometers from an other
famous Town known all around the world: Giffoni Valle piana where
every year is organized the Giffoni Film Festival, International Film 
Festival for teenagers.
Dear friends the Strange Radio Team with the support of A.R.I. Salerno 
district, in this fantastic scenario full of history and culture, organize

[DX-CHAT] no ham legislation

Problems mostly occur, it appears, when an entity lacks written laws that 
exactly govern ham radio inside their borders.  The obvious problem is If 
there is no official governing body existent to 'license' an operation, how 
can any group claim they have authorization?  I ran into this issue in XW 
where I was informed there are three official bodies who interact-- or maybe 
operate in isolation-- for ham permits.  Which to approach?  A problem for 
DXCC and certainly for the traveling DXer is that the potential DXer can not 
discover prior to paying for a trip which body DXCC recognizes, if any.  
And, to defend DXCC, things change often in these locations where laws are 
not on the books-- meaning no blanket declaration can be made for prior 
approval.  And, ARRL appears to see itself as a kind of world ham radio 
ambassador (and we need that) which must utilize State Department-like care 
and judgments so as not to offend any government.

The prudent course appears that the DXer should obtain all papers prior to 
traveling, submit those to DXCC, and if approved, then launch the 
DXpedition.  However, I think DXCC will not act via this reasonable plan.  
But, if prior approval is given and if the DXpedition is then conducted in 
an irresponsible manner, then the prior approval gets egg on its face.

Looks like we need Job.
