Even though Kosovo has declared independence, doesn't it have to pass additional criteria (UN Recog, ITU, etc.) before it become a legit new DXCC country?? Yes. It must either be officially recognized by the UN or get a prefix block from the ITU, either one. The date that one of these occurs is the event date upon which it will become a new DXCC entity.
