AN IMPORTANT NOTICE TO ALL RADIOS ONLINE AD POSTERS AND RESPONDERS, FROM THE ARRL ADVERTISING DEPARTMENT. Greetings from HQ! Please note that we have received reports lately from ARRL members who have placed classified ads in these listing, and have received responses from individuals proposing "creative" payment schemes. These particular instances involved offers of overpayments for goods by bank check, followed by instructions to deduct the cost of your item from the overpayment, and to transfer the overage to another individual. I posted an item for sale on the web. One response is below. I'm 
certain it's a scam. Anyone have further info?

rate. Goods to be picked up from your location for onward shipping to 
London. Cost and modalities of shipping to be born by us.
 
Payment for the purchase is by check through a debtor in US. The 
debtor  owes us higher  than our purchase. He will therefore be sending 
you a check for 5,000 to cover the cost of our order, as well as the 
Shipping costs.
 
On receipt of the check, you will cash and deduct the cost of our order 
.The balance you will send as we would instruct you to the Agency that 
will ship the Goods to us. If this arrangement suites you fine, please 
send us your address where to send the check, as well as the name to be 
on it. Also send us your phone number for easy communication.

Looking forward to hearing from you.

YES!! Definitely.

After you've deposited their check, you'd send them the equipment and then 
the balance.  Then their check bounces and you're out both your equipment 
and the balance.

If you want to go for it, tell them you will have to wait 3 weeks after 
you deposit it till the check clears before taking further action.

Yes, it's a scam.

In every case I've heard of, the check is a phony or forgery.  But by the
time it bounces back to you, a month later in some cases, the other party is
long gone with the funds.

Don't bother answering it.

The following might be a safe way around this
dilemma:

Open a separate checking account.
Once the account is active, take the balance as low as
permissible($10.00)?
Accept their check with the stipulation that the merchandise will not
ship until the check has cleared.
Close the account once the check has cleared and the merchandise has
shipped.

department.

Hmmm.
 
I'm not so sure.  Although the US bank may "clear" the 
deposited check within a few days, as required by law, it may take several weeks 
or a month to try and "clear" (and then bounce) internationally.
 
So in the meantime you've closed the account.  What do 
you think the bank's going to do next?  Eat the lost money?  Or make a 
phone call to their lawyer-on-retainer and/or the district 
attorney?
 
Best bet is to steer clear.
