Same as you might have a car that goes 700mph but you are not allowed to travel with that speed at public roads. 4. why you look from a US-FCC point of look = every person is a possible radio pirate? Here in Europe we do things different, and that is why ic746 in stores here in Europe are already unlocked (factory unlocked), i bought a US ver. (in USA) because it was some 1/2 cheaper than EU-Ver.
