Tim, I was wrong in comment #55 at bug #1551283. The problem I had was (first time) *switching* of display language; *installing* a new language from Region & Language worked fine for me (still does). g-c-c 1:3.18.2-1ubuntu6~xenial2 in your PPA fixes the language switching issue for me.
